Kenyan troops battle militants in southern Somalia

NAIROBI (AFP) - Kenyan troops clashed with Somalia's Al-Qaeda linked Shebab militants leaving several dead, the latest casualties in weeks of dragging conflict in southern Somalia, officials and insurgents said Friday.

One Kenyan soldier died after troops attacked a Shebab base at Beles Qoqani some 60 kilometres (40 miles) into Somalia, killing five militants and leaving "many wounded," said Kenyan army spokesman Major Emmanuel Chirchir.

However, the hardline Shebab claimed to have ambushed Kenyan troops on Thursday with an explosive device, forcing a Kenyan armoured vehicle to stop.

"Upon stopping to survey the damage, a hail of bullets waylaid the inexperienced boys," the insurgents said in a Twitter message, claiming to have killed 11 Kenyans but making no mention of their own casualties.

None of the casualty reports could be independently verified, but the International Committee of the Red Cross (ICRC) reported over 100 wounded in the frontline clinics they support in recent days.

"More than 100 wounded people, mainly civilians, reached the medical facilities during the most recent phase of the fighting," said ICRC nurse Randi Jensen in a statement.

"It has become very dangerous for patients to reach the few clinics available to them, and we just don't know how many more wounded are still out there, desperately waiting to get help," Jensen added.

Kenya sent troops across the border into Somalia in October to battle the hardline militants it blamed for a spate of attacks on home soil, and are fighting alongside Somali pro-government forces.

The Shebab insurgents control large parts of central and southern Somalia but are facing increasing pressure from government forces and regional armies.

The ICRC has sent emergency medical supplies to both sides of the frontline between Kenyan forces and the Shebab, including to the insurgent-held port city of Kismayo, as well as to Afmadow and Dobley.

The Horn of Africa country has been ravaged by a nearly uninterrupted civil war since the 1991 ouster of president Mohamed Siad Barre sparked vicious bloodletting by rival militias fighting for power.

Wednesday 28th December, 2011 (IANS)

Eli Guttman has been named the new coach of the Israel football team, the country's football association announced.

Guttman, the former Hapoel Tel Aviv manager, replaced Frenchman Luis Fernandez for the job.

Fernandez's contract was not renewed after he failed to lead Israel to the Euro 2012 finals.

'I am happy to announce the new coach of the Israel team,' chairman Avi Luzon was quoted as saying by Xinhua. 'The choice of Eli Guttman is not by chance, Eli is a professional with tactical discipline.'

'Today I am fulfilling half a dream,' the 53-year-old Guttman said. 'The second half will be fulfilled for all of us when we qualify for the World Cup.'

Guttman's first match in charge will be a friendly against Euro 2012 hosts Ukraine Feb 29.

Wintertime is great for observing Florida 'snowbirds'

We have two sorts of "snowbirds" on Florida beaches - human and avian.

Many come long distances to enjoy the mild oceanic weather of the low latitudes during winter. Some of the birds breed in northern Canada so the contrast between their summer and winter habitats is considerable.

It is fascinating to compare the different modes of feeding employed by various shorebirds. It can also be difficult for the uninitiated to distinguish among the species, some of which are confusingly similar. I recommend learning a few of the more common types of gulls, terns, egrets/herons, plovers and sandpipers to enhance your knowledge of beach ecology.

One of the most treasured birds is the common loon, which is not strictly speaking a beach bird, but it will feed just adjacent to the beach. This loon was swimming a few feet off the beach at Don Pedro Island, allowing it to trap small fish up against the sand.

Loons breed in northern freshwater lakes and have a marvelous call that has been used in movie sound tracks (notably "On Golden Pond") for years as a call of the wild. It is a special treat to see them in their winter saltwater habitat although their non-breeding plumage is drab compared with their summer finery. You will notice most of the birds are quite inconspicuous in winter to better blend in with the surroundings.

On the beach, especially in muddy areas, you will often see the dunlin, a mid-sized sandpiper with a long down-turned bill. It goes around probing the sediment for small invertebrates.

In comparison the red knot is slightly larger and has a shorter straight bill, which is used to pick food off the surface.

These two birds breed in the Arctic and illustrate how body size and bill length define the life styles of shorebirds. Red knots are famous for staging with millions of other shorebirds in Delaware Bay to fatten up on the eggs of horseshoe crabs before they fly north.

The plovers are a an interesting group of small- to medium-sized birds with short bills and a distinctive upright profile that picks up food from the surface. The largest is the black-bellied plover (only black in summer), which breeds in the Arctic north of Hudson Bay.

Two smaller plovers, the snowy and Wilson's, breed in Florida, including right here on Gasparilla Island.

Some of our wintering snowy plovers have been banded and found to breed on beaches in the Florida Panhandle. Many Wilson's plovers breed in our area. It is intriguing that the Wilson's has a larger bill than the snowy, apparently the better to catch and eat small ghost crabs.

One should not neglect to look overhead to observe birds such as gulls, terns and some exciting tropical visitors such as the magnificent frigate bird soaring overhead. Frigate birds are the ultimate flying machine with the longest wings relative to body mass of any bird.

They are parasites on other fish-eating birds and virtually never land on the surface. They breed in the Caribbean and the males have a bizarre red pouch under the throat, which is inflated and used to attract females.

To illustrate the amazing design of the frigate bird, I took a photo in the Yucatan of a rarely seen perched adult female. This illustrates the huge wings and giant hooked beak, which is used to pick up food from the surface without landing, or to attack other birds to steal their food.

The next time you go to the beach, look around to see what birds are there and you will begin to learn the major categories and species. It will enrich your experience to know a bit more about beach ecology and allow you to compare beaches at different times and observe changes. There is so much more to beaches than just sun, sand and waves.

Arab monitors tour Homs, Syrian tanks seen leaving (Reuters)

BEIRUT (Reuters) ? At least 20,000 people protested in Homs on Tuesday against Syrian President Bashar al-Assad as Arab League peace monitors began to tour the flashpoint city and the army withdrew some tanks following battles that killed 34 people.

The observers want to determine if Assad is keeping his promise to implement a peace plan to end his uncompromising crackdown on nine months of revolt that has generated an armed uprising, edging the country towards civil war.

Activist reports just before the monitors arrived said up to a dozen tanks were seen leaving Baba Amr, one of Homs's most embattled neighborhoods, but others were being hidden.

"My house is on the eastern entrance of Baba Amr. I saw at least six tanks leave the neighborhood at around 8 in the morning (0600 GMT)," Mohamed Saleh told Reuters by telephone. "I do not know if more remain in the area."

The opposition Syrian Observatory for Human Rights, relaying activist reports from its base in Britain, said protesters had gathered in Khalidiya, one of four districts where there has been bloodshed as rebels fight security forces using tanks.

Activists say they want to impress on the Arab League mission that it must not let its teams be hoodwinked by the state and be shown places where life is relatively normal.

As the monitors arrived, tanks were seen leaving the Baba Amr district which activists say was pounded for the past four days. Hundreds have been killed in Homs in the revolt. The United Nations says at least 5,000 have been killed in Syria since protests began in March.

Assad is internationally isolated. Western powers and his neighbors Turkey and Jordan have called on him to step down, ending a 41-year-old family power dynasty. He says he is fighting Islamist terrorism steered from abroad.

On the border with Turkey, Syrian forces killed several men from an "armed terrorist group" trying to cross into Syria, the state news agency SANA said on Tuesday.

The northern border has become the route of choice for infiltration by army defectors fighting to topple Assad.

"Special forces were able to kill and wound several gunmen and seized some weapons, ammunition, army uniforms, communication tools and fake identity cards," SANA said. It did not give a specific casualty count.

SANA also reported that said "an armed terrorist group targeted and sabotaged a gas pipeline near Rastan in Homs province" on Tuesday.

The pipeline has been attacked several times in recent months and has come back into operation after outages each time.

MEETING WITH HOMS GOVERNOR

The monitors started by meeting the governor of Homs, Syria's Dunia television channel said. An Arab League source said they intended to tell him where they wanted to go, based on requests from people in Homs who have witnessed the violence.

Dunia showed no footage of the monitors. Syria has barred most foreign journalists from the country, making it hard to verify reports of events on the ground.

At least 34 people were killed in Homs on Monday as tanks fired at targets among apartment blocks.

Amateur video recorded by activists on Monday and posted on the Internet showed tanks prowling around Baba Amr, firing at unseen targets. Video showed gruesome pictures of mangled bodies in the wreckage of building that bore the signs of shelling.

Assad's opponents fear that the monitors - who arrived in the country on Monday after weeks of negotiations with Arab states - will be used as a cloak of respectability for a government that will hide the extent of violence.

They say tanks have been withdrawn before from restive cities such as Deraa and Hama, only to return later.

Syria stalled the Arab League for months before accepting the monitoring mission, the first significant international intervention on the ground since the start of the popular revolt inspired by Arab pro-democracy uprisings this year.

The Arab mission, led by Sudanese General Mustafa Dabi, is starting with 50 monitors who arrived in Damascus on Monday and will be split into five teams of ten. About 100 more monitors are to follow soon.

The teams will use government transport, according to Dabi. But that arrangement likely to fuel charges by the anti-Assad opposition that the monitoring mission will be impeded and hoodwinked from the outset.

Arab League delegates insist the mission will nevertheless maintain the "element of surprise" and be able to go wherever it chooses with no notice.

AVERTING CIVIL WAR

In Baba Amr, activist video showed bodies shattered like rag dolls and buildings smashed as if by heavy weapons. The video images were impossible to verify but hard to fake.

Armed insurgency is eclipsing civilian protest in Syria. Many fear a slide to sectarian war between the Sunni Muslim majority, the driving force of the protest movement, and minorities that have mostly stayed loyal to the government, particularly the Alawite sect to which Assad belongs.

Analysts say the Arab League is anxious to avoid civil war. Western powers have shown no desire to intervene militarily in a volatile neighborhood of Middle East conflict, and the United Nations Security Council is split.

Assad's opponents appear divided on aims and tactics. He retains strong support in important areas -- including Damascus and the second city Aleppo -- of the country, and maintains an anti-Israel alliance with Iran.

Fighting in Homs has intensified since a double suicide bombing in Damascus on Friday that killed 44 people.

At least ten army defectors were killed in fighting with security forces in the suburb of Douma outside Damascus, according to the British-based Observatory.

"The violence is definitely two-sided," said a Homs resident who gave his name only as Mohammed to protect his safety. "I've been seeing ambulances filled with wounded soldiers passing by my window in the past days. They're getting shot somehow."

Parts of Homs are defended by the Free Syrian Army, made up of defectors from the regular armed forces, who say they have tried to protect civilians.

Bollywood rediscovered heroes in 2011 (Reuters)

MUMBAI (Reuters) ? Bollywood struck gold in 2011, revving up lacklustre box offices in India with help from its leading men who wooed audiences back to cinemas after a dismal 2010.

Domestic revenues hit 19.25 billion rupees ($363.2 million) this year, up from 14.5 billion rupees in 2010, and an unprecedented four films crossed the billion rupee milestone. Two of those blockbusters starred actor Salman Khan.

The solid performance contrasted sharply to the previous year when there were hardly any hits.

"Audiences and filmmakers have gone back and discovered stories that are close to our Indian roots," said Sanjeev Lamba, Chief executive of Reliance Entertainment, which produced two of the year's biggest blockbusters -- "Bodyguard" and "Singham".

"Bodyguard", in which Khan plays a personal security guard to a rich man's daughter and ends up falling in love with her, was the most successful Bollywood film, raking in more than 1.5 billion rupees ($28 million) at domestic box offices.

"Singham" told the story of a right-minded police officer who stands up to a corrupt politician and was accompanied by romance, drama and high-octane action.

Both "Bodyguard" and "Singham" were panned by critics but loved by audiences. And both featured strong central characters, harkening back to the 1980s and early '90s in Bollywood when films were centred on the hero and his defeat of a villain in a battle of good versus evil.

"Audiences have always loved the dilemmas of the hero, a little bit of action, some drama and some romance," Lamba said. "We had a lot of that this year."

Other themes were successful, too.

Offbeat films like "The Dirty Picture", based on the life of a soft-core porn star, proved to be sleeper hits and took industry analysts by surprise. Together with the likes of "Singham" and "Bodyguard", these smaller films proved audiences have an appetite for both mass market and niche-oriented work.

"It is not that more people are watching movies, but that the same audience is watching more movies," said Shailesh Kapoor of Ormax Media, a firm that specialises in film market research.

"HARRY POTTER" HOT; "RA.ONE" NOT

But widely-hyped movies like superhero film "Ra.One" were a let-down.

In spite of a publicity blitzkrieg, actor Shah Rukh Khan's film did not live up to expectations with around 1.2 billion rupees ($22 million) in net box office. That was just a bit more than its official budget of a billion rupees. Industry estimates put the film's cost at over 1.5 billion rupees.

Aside from that, for the most part, Bollywood managed to keep its purse strings in check, with production houses learning that budgeting a film right is half the battle.

"Balaji Motion Pictures made 'The Dirty Picture' at a budget of less than 300 million rupees but have chosen themes and subjects which are interesting, and (they) publicised their films so well that audiences have felt compelled to watch them," said industry analyst Vajir Singh.

Big studios like Reliance and UTV also have changed their business models, preferring to co-produce films rather than acquire them after completion. Last year, Reliance suffered losses after two big-ticket acquisitions, Mani Ratnam's "Raavan" and Hrithik Roshan-starrer "Kites" flopped at box offices.

"This year, all our films have been co-productions or our own productions and we have seen the successes," Lamba said.

"We prefer to be creatively involved from the beginning of the project rather than coming in at the end in an acquisition scenario."

Indian audiences also warmed up to Hollywood blockbusters including "Harry Potter and the Deathly Hallows: Part 2" and "The Adventures of Tintin: The Secret of the Unicorn" -- something that wasn't seen until just a few years ago due mainly to Bollywood's dominance of the box office.

"These days, the box office collections of good Hollywood films can rival those of a Bollywood film," said Sunil Punjabi, chief executive of the Cinemax chain of multiplexes.

"The Adventures of Tintin," which was released along with Ranbir Kapoor's "Rockstar" in November, made more than 70 million rupees its opening weekend

Engadget Primed: ports, connectors and the future of your TV's backside

Primed goes in-depth on the technobabble you hear on Engadget every day -- we dig deep into each topic's history and how it benefits our lives. You can follow the series here. Looking to suggest a piece of technology for us to break down? Drop us a line at primed *at* engadget *dawt* com.
For many among us, what goes on behind and along the sides of a high-definition television is almost as compelling as what's displayed on that big, beautiful flat screen. Of course, we're talking connectors, with their attendant chaos of cords. A high-def TV is only as good as its connection to a high-def signal. The same holds true for the array of disc players, game consoles and other peripherals we cluster around our sets. So it may seem quaint, then, that we still often confront more analog ports than digital ones on our high-end TVs. You'd think with advances in wireless technology, we'd have done away with the spider web of wires entirely. Alas, like flying cars and fembots, we're just not there yet.

In this installment of Primed, we'll examine the best and the bogus when it comes to TV connectors, and spend some time tracing the arc of how we got to where we are in this particular moment of television evolution. The narrative on television and home entertainment remains a work in progress. But we'll endeavor to get you caught up to date, and as an added bonus offer a glimpse of what the future of your TV's backside will likely look like.

Mortgage applications eased last week: MBA (Reuters)

NEW YORK (Reuters) ? Applications for home mortgages slipped last week, led by a drop in purchase demand as low interest rates were not enough to entice home buyers, an industry group said on Wednesday.

The Mortgage Bankers Association said its seasonally adjusted index of mortgage application activity, which includes both refinancing and home purchase demand, fell 2.6 percent in the week ended Dec 16.

The MBA's seasonally adjusted index of refinancing applications dipped 1.6 percent, while the gauge of loan requests for home purchases lost 4.9 percent.

"Remarkably low rates are not enough, as many homeowners continue to hold back due to lack of equity in their properties, poor credit and a weak job market," Michael Fratantoni, MBA's vice president of research and economics, said in a statement.

Fixed 30-year mortgage rates averaged 4.08 percent, down 4 basis points from 4.12 percent the week before. It was the lowest rate this year, the MBA said.

The refinance share of total mortgage activity rose to 80.7 percent of applications from 79.7 percent the previous week.

The survey covers over 75 percent of U.S. retail residential mortgage applications, according to MBA.

NYC Sees Drop in Child Obesity, Can Other Cities Do Same? (HealthDay)

THURSDAY, Dec. 15 (HealthDay News) -- In what might serve as a hopeful sign for all children in the United States, a new study finds that obesity rates among New York City's school children have dropped slightly in the past five years, particularly among the youngest.

Although the relative decline in obesity rates is only 5.5 percent, it's still the largest drop seen yet in any major U.S. city, the researchers noted, and many of the programs that New York City health and education officials implemented to combat rising childhood obesity rates are being tried in other parts of the country.

"This is really good news, but there are still one in five children in grades K-8 who are obese, which is still a huge number of children," said study author Magdalena Berger, a city research scientist in the New York City Department of Health and Mental Hygiene. "We are on the right track, but we still have a very long way to go."

Obesity among children has been increasing since the 1970s, Berger said. "In the last decade, nationally, we have seen a leveling off of obesity, but this is the first well-documented decline in obesity among children that we have seen."

The drop in obesity is statistically significant, because of the large number of children in New York City's public schools, Berger said. "Whether or not it's actually meaningful is another question," she added.

"I think it's meaningful in the sense that it's not going up, and that's good news, it's not staying stable, and that's good news," Berger said. "I would characterize this as a slow sustained drop over five years; it's not a dramatic drop."

Although the reasons for the decline in obesity among these school children isn't clear, Berger speculated that policies implemented by the New York City departments of health and education, along with more public awareness of the problem, may have played a role.

Study co-author Cathy Nonas, director of Physical Activity and Nutrition Programs in New York City's Department of Health and Mental Hygiene, said several changes in city schools probably contributed to the drop in obesity rates.

"There are significant changes in school food," she said. "There is no whole milk in the schools anymore, it's only 1 percent and the chocolate milk is skim and low sugar," she said. "That saved 4.5 billion calories, just by making that change."

In addition, food served in schools has reduced fat and no trans fats and reduced salt, and the level of fiber has been increased, Nonas said. Drinks and snack foods sold in schools are also healthier, she said. Similar policies were also instituted in early child-care centers, she added.

Also, the city has trained K-5 teachers on how to increase physical activity in the classroom, Nonas said.

"It's a layering effect" that all contributed to reducing obesity rates, Nonas believes. These and similar policies are being implemented throughout the country, she noted.

The report was published in the Dec. 16 issue of the U.S. Centers for Diseases Control and Prevention's Morbidity and Mortality Weekly Report.

For the study, Berger's team used data on the more than 900,000 children in kindergarten to eighth grade in New York City public schools. The city's school system collects fitness data on these students every year, Berger said.

The researchers found the relative obesity for these children, aged 5 through 14, dropped 5.5 percent, from 21.9 percent in 2006-07 to 20.7 percent in 2010-11.

The biggest drop was among children aged 5 to 6, where the relative decline was 10 percent, from 20.2 percent in 2006-07 to 18.2 percent in 2010-11, they noted.

These declines in obesity were seen in all race and ethnic groups, the researchers added.

Obesity expert Dr. David L. Katz, director of the Prevention Research Center at Yale University School of Medicine, said that "this report, showing a decline in obesity among New York City school children over the past five years is, to be sure, a glass half full. But I wouldn't get carried away with the celebrations just yet."

The absolute decline in the overall obesity rate is roughly 1 percent in five years, he noted. "At that rate of progress, it would take a century to fully reverse the damage done over the past several decades. The rate of obesity is still over 20 percent, and the gains are uneven."

This is a window to a very small part of a nationwide obesity problem, Katz added. "The resources of New York City may be sufficient to produce some good news, but that is not generalizable. We have a long way to go, and will need to build diligently on these modest gains to get there," he said.

"Obesity is still a major health issue in children," Dr. Achiau Ludomirsky, chief of pediatric cardiology at NYU Langone Medical Center, New York City, added in a statement. "We can definitely see that the decline in obesity among [New York City] school children is the result of early intervention for better diet, opportunity for physical fitness and the education of students and parents. It is a three-tier effect."

What kids eat and learn away from school is also key. "We can't reduce obesity levels without working closely with the families of students to help them offer better diet options at home and limit a child's time in front of the television, computers and video games," Ludomirsky said.

"But we still have a long way to go," he stressed. "If we don't address the childhood obesity epidemic more proactively right now, it will become a major health issue for the next generation of Americans."

Oil near $96 amid Europe debt, economy concerns (AP)

SINGAPORE ? Oil prices rose to near $96 a barrel Thursday in Asia after plunging the previous session on investor pessimism that Europe's debt crisis will trigger a recession on the continent next year.

Benchmark crude for January delivery was up 59 cents to $95.54 a barrel in midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell $5.19, or 5.2 percent, to settle at $94.95 on Wednesday.

In London, Brent crude was up 15 cents at $105.17 on the ICE futures exchange.

Crude dropped Wednesday amid growing concerns about slowing global oil demand. The International Energy Agency and the Organization of Petroleum Exporting Countries have recently forecast fuel consumption will grow slightly next year, but some analysts say even those modest expectations may be too optimistic.

Before Wednesday, crude had traded near $100 for the last month after jumping from $75 in October amid signs the U.S. economy is slowly improving.

"The latest demand forecasts from both OPEC and the IEA still look too high and oil prices have further to fall," Capital Economics said in a report. The consultancy expects Brent crude to fall to near $85 by the end of next year.

Investor fears that European leaders may not be able to contain the region's debt woes helped pull the euro down to its lowest level against the U.S. dollar in 11 months Wednesday. A stronger dollar makes crude more expensive for investors with other currencies.

In other energy trading on the Nymex, natural gas rose 0.4 cents at $3.14 per 1,000 cubic feet. Heating oil gained 2.5 cents to $2.86 a gallon and gasoline futures added 2.6 cents to $2.53 a gallon.

Israel approves steps to rein in settler violence (Reuters)

JERUSALEM (Reuters) ? Israeli Prime Minister Benjamin Netanyahu on Wednesday approved steps to crack down on violent ultra-nationalist Jewish settlers after a rampage at a West Bank military base and torching of a mosque's facade stirred public outrage.

Radical settlers are bent on foiling government efforts to shut down unauthorized outposts they have set up in occupied West Bank territory where Palestinians seek a state, although Israel has continued to expand larger official settlements.

Among the measures approved by Netanyahu were administrative detention of suspects, trials of some suspects in military rather than civil courts, and ejection from the West Bank of settlers suspected of inciting violence.

Settlers angered over rumors that the army was about to oust them from hilltop enclaves threw rocks at a commander and his deputy at a West Bank military base on Monday, injuring one of them, and smashed windows and slashed vehicle tires.

On Wednesday, radical Jews burnt the facade of a Jerusalem mosque not recently in use and scrawled "Death to the Arabs" on its walls, an assault blamed on a group that has vandalized other Muslim houses of worship over the past two years.

The incidents angered many in Israel, whose military is seen as sacrosanct, and where people worry that repeated settler assaults on Muslim holy sites might rekindle serious Israeli-Palestinian violence after months of relative calm that has prevailed despite a long impasse in peace talks.

In an unusually swift response after the Jerusalem mosque incident, Israeli police said they had arrested five Israeli men suspected of involvement in "nationalistically motivated crime."

Netanyahu followed with a statement saying that after consulting with security chiefs he would take the rare step of "immediately" ordering so-called administrative arrests of Israelis involved in such violence, jailing them without trial.

The measure has been used in the past against Israeli ultra-nationalists but is more commonly employed against Palestinians suspected of involvement with militant groups.

CRITICISM ON HUMAN RIGHTS GROUNDS

Human rights groups have long accused Israel of failing to arrest or try most settlers accused of involvement in violence against Palestinians. The Jewish state has arrested settler suspects in the past but rarely put any on trial.

Israeli soldiers will also be empowered to carry out arrests, a statement sent to reporters from Netanyahu's office said. Until now Israeli police had to be called to a crime scene to conduct arrests, giving perpetrators time to flee.

Netanyahu said further that he would increase funding for investigations of violence in occupied territory. But he rejected calls to treat Israelis suspected of violence there as "terrorist targets," as Palestinian militants are handled.

"Anyone who raises a hand against Israeli soldiers or police will be severely punished," said Netanyahu.

He said such suspects would be dealt with in the same way as protesters in Bil'in, a Palestinian village where clashes, sometimes deadly, over an Israeli barrier built across West Bank land used to occur regularly.

Many Israelis hold their military in high regard since most Israeli men and many women are conscripted for compulsory duty at the age of 18 and the country has fought a dozen wars and uprisings in its 63-year history.

Consequently, the furor in Israel over Monday's vandalism at the West Bank base in the Nablus area cut across party lines, with some mainstream settler groups and far-right factions joining in the condemnations.

But Netanyahu's steps were cautious enough to avoid triggering a crisis in his broadly pro-settler ruling coalition that could topple his nearly three-year-old government.

"It is important that I stress that this is only a small group that does not represent the bulk of residents in Judea and Samaria who are loyal to Israel," Netanyahu added in his statement, using the Jewish biblical names for the West Bank.
