(AP) ? President Barack Obama is trying to frame climate change as a make-or-break political issue, urging Americans to vote only for those who will protect the country from environmental harm.

He says people in the United States already are paying a price for climate change, including in lost lives and hundreds of billions of dollars.

"If you agree with me, I'll need you to act," Obama said in his weekly radio and Internet address. "Remind everyone who represents you, at every level of government, that there is no contradiction between a sound environment and a strong economy ? and that sheltering future generations against the ravages of climate change is a prerequisite for your vote."

In his remarks released Saturday but recorded at the White House before his trip to Africa, Obama is trying to persuade the public to help sell his climate change plan for him.

That plan, released last week, is bypassing Congress after years of efforts to get lawmakers to pass legislation to deal with the issue.

At the core of Obama's plan are new controls on new and existing power plants that emit carbon dioxide, heat-trapping gases blamed for global warming. The program is intended to boost renewable energy production on federal lands, increase efficiency standards and prepare communities to deal with higher temperatures.

None of the measures in Obama's plan requires congressional action.

Republicans and some Democrats have denounced the plan as a job-killing "war on coal," and opponents could try to undercut Obama's plan or hinder it through legal action if Americans don't seem to be on board.

"The question is not whether we need to act. The question is whether we will have the courage to act before it's too late," Obama said.

Obama has also pledged that the U.S. will lead other nations in a "coordinated assault" to reduce pollution. But he acknowledged Saturday in a town hall meeting with young people in Johannesburg that the U.S. and other wealthy countries must shoulder a disproportionate part of the burden.

His proposal to cut off U.S. subsidies for coal-fired power plants overseas, for example, includes exemptions for the poorest countries where no better technology is available.

"The United States cannot do it by itself," Obama said in South Africa. "I expect it's going to be your generation that helps lead this, because if we don't, it's going to be your generation that suffers the most."

In the Republican address, Sen. Pat Roberts of Kansas says there are troubling, unanswered questions about the implementation of Obama's health care law.

"We must put an end to the fear and uncertainty," Roberts says. "Those 'bumps' and 'glitches' the president talks about? It's a train wreck, folks, and we have to get America out of the way."

Not every Twitter user geotags their musings, but there are enough who do to generate some very insightful data. On its blog today, Twitter shared images from Data Visualization Scientist Nicolas Belmonte, who created topographic maps visualizing the density of geotagged tweets. The result is striking, as tweets clearly correlate with roads, geographic features and even lines of public transit. In addition to the blog's stills, you can futz around with interactive maps of New York, San Francisco and... Istanbul. When you realize the implications of all those tweets from the Bay Bridge, it's frightening enough to consider taking BART across the Bay instead.

The 'gold' standard: A rapid, cheap method of detecting dengue virus

June 28, 2013 ? The development of an easy to use, low cost method of detecting dengue virus in mosquitoes based on gold nanoparticles is reported in BioMed Central's open access journal Virology Journal. The assay is able to detect lower levels of the virus than current tests, and is easy to transport and use in remote regions.

Half the world's population is at risk of Dengue virus infection -- it infects 50-100 million people per year, approximately half a million of these require hospitalization and 2.5% (most of which are children) will die. It is one of the most dangerous viruses in the world with no vaccine, and it does not respond to antiviral therapy. The main method of controlling infection remains destruction of the standing water where the mosquitoes, which transmit the virus to people, breed.

It is consequently vitally important to have a way of determining if mosquitoes are carrying Dengue virus, which can be used on site and that does not require specialist equipment.

Researchers from the University of Notre Dame, USA, used a DNAzyme linked to gold nanoparticles which recognises a short sequence of the viral RNA genome common to all four types of Dengue. Once bound, adding magnesium and heating to 37C causes the DNAZyme to cut the RNA leaving the gold nanoparticles free to clump together. This aggregation can be easily seen as a red to clear/colourless colour change.

The components of this test are stable at temperatures above 30C which means that they are easy to store and transport and the assay is able to detect as little as 10 viruses in each sample containing 10-20 mosquitoes.

The ultimate goal is to detect virus infection in just a single infected mosquito or cell. Dr James Carter, the lead author of this study explained, "Full development of our novel DDZ-AuNP detection method will provide a practical, rapid, and low cost alternative for the detection of DENV in mosquito cells and tissues, and possibly infected patient serum, in a matter of minutes with little to no specialized training required."

Feds: Boston suspect downloaded bomb instructions

BOSTON (AP) ? Boston Marathon bombing suspect Dzhokhar Tsarnaev downloaded bomb-making instructions from an al-Qaida magazine, gathered online material on Islamic jihad and martyrdom, and later scrawled anti-American messages inside the boat where he lay wounded, a federal indictment charged Thursday.

The 30-count indictment contains the bombing charges, punishable by the death penalty, that were brought against the 19-year-old Tsarnaev in April.

But prosecutors added charges covering the slaying of an MIT police officer and the carjacking of a motorist during the getaway attempt that left Tsarnaev's older brother, Tamerlan, dead.

"Tamerlan Tsarnaev's justice will be in the next world, but for his brother, accountability will begin right here in the district of Massachusetts," Suffolk District Attorney Daniel Conley, whose jurisdiction includes Boston, said at a news conference with federal prosecutors.

Three people were killed and more than 260 wounded by the two pressure-cooker bombs that went off near the finish line of the marathon on April 15.

Dzhokhar Tsarnaev was captured four days later, hiding in a boat parked in a backyard in Watertown, Mass.

According to the indictment, he scrawled messages on the inside of the vessel that said, among other things, "The U.S. Government is killing our innocent civilians," ''I can't stand to see such evil go unpunished," and "We Muslims are one body you hurt one you hurt us all."

The Tsarnaev brothers had roots in the turbulent Russian regions of Dagestan and Chechnya, which have become recruiting grounds for Islamic extremists. They had been living in the U.S. about a decade.

But the indictment made no mention of any larger conspiracy beyond the brothers, and no reference to any direct overseas contacts with extremists. Instead, the indictment suggests the Internet played an important role in the suspects' radicalization.

Before the attack, Dzhokhar Tsarnaev downloaded onto his computer the summer 2010 issue of Inspire, an online English-language magazine published by al-Qaida, according to the indictment. The issue detailed how to make bombs from pressure cookers, explosive powder extracted from fireworks, and lethal shrapnel.

He also downloaded extremist Muslim literature, including "Defense of the Muslim Lands, the First Obligation After Imam," which advocates "violence designed to terrorize the perceived enemies of Islam," the indictment said.

Another tract downloaded included a foreword by Anwar al-Awlaki, an American propagandist for al-Qaida who was killed in a U.S. drone strike, federal prosecutors said.

U.S. Attorney Carmen Ortiz of Massachusetts said it will be up to Attorney General Eric Holder to decide whether to pursue the death penalty against Tsarnaev.

The indictment assembled and confirmed details of the case that have been widely reported over the past two months, and added new pieces of information.

For example, it confirmed that Tamerlan Tsarnaev bought 48 fireworks mortar shells containing about eight pounds of explosive powder from a Seabrook, N.H., fireworks store. It also disclosed that he used the Internet to order electronic components that could be used in making bombs.

The papers detail how the brothers then placed knapsacks containing shrapnel-packed bombs near the finish line of the 26.2-mile race.

The court papers also confirm that Dzhokhar Tsarnaev contributed to his brother's death by accidentally running him over with a stolen vehicle during a shootout and police chase.

The charges cover the slaying of Massachusetts Institute of Technology police officer Sean Collier, who authorities said was shot in the head at close range in his cruiser by the Tsarnaevs during their getaway attempt. The brothers tried to take his gun, prosecutors said.

In addition, prosecutors said that during the carjacking, the Tsarnaev brothers forced the motorist to turn over his ATM card and his password, and Dzhokhar Tsarnaev withdrew $800 from the man's account.

At the same time the federal indictment was announced, Massachusetts authorities brought a 15-count state indictment against Dzhokhar Tsarnaev over the MIT officer's slaying and the police shootout.

Sanofi's MS drugs get double boost in Europe

LONDON (Reuters) - Sanofi's hopes in the multiple sclerosis market received a double boost on Friday as the European regulator backed an injectable treatment and adopted a more positive stance toward a pill for the neurodegenerative disease.

The European Medicines Agency said it was recommending Lemtrada, Sanofi's biggest MS drug hope, for relapsing-remitting MS, ending a quarter-century development saga for the injectable treatment.

The European regulator also reversed an earlier decision not to give pill-administered Aubagio a "new active substance" (NAS) designation because it is very similar to a much older drug.

Without this designation, Aubagio, which received the regulator's green light in March, could have faced generic copies in Europe in as little as three years - the time required for brief clinical studies of generics and to review applications for approval.

The news sent the stock over 1 percent higher. Sanofi's shares, which have risen around 13 percent since the start of 2013, were trading 0.8 percent higher at 80.65 euros at 1225 GMT, outperforming Paris' CAC40 bluechip index, down 0.7 percent.

LENGHTY DEVELOPMENT

EMA decisions are usually endorsed by the European Commission within a couple of months.

The U.S. Food and Drug Administration is expected to rule on Lemtrada in late 2013. The regulator recently extended its review timeline by three months but did not request any further clinical data on the drug, Sanofi said in a statement.

Lemtrada, also known as alemtuzumab, has been studied in multiple sclerosis since the early 1990s but its progress to market as a treatment for the disease has been halting and the drug has changed hands many times.

Lemtrada was approved back in 2001, under the different name Campath, as a treatment for B-cell chronic lymphocytic leukemia (B-CLL), although sales for this condition never took off.

It then went back into testing for MS, amid hopes that its ability to knock out immune system cells called lymphocytes would prove effective in a disease that is caused by abnormal immune attacks on the protective sheath surrounding nerve cells.

Still, industry analysts predict the drug will not be the first choice in a market where competition has exploded with new products, including oral treatments like Novartis's Gilenya.

Instead, it may be kept for patients with more advanced MS, occupying a similar position to Biogen Idec's Tysabri.

The current consensus for annual Lemtrada sales is $650 million by 2017, according to forecasts compiled by Thomson Reuters Pharma - a number that could rise following the EU recommendation.

For Sanofi, Lemtrada represents a second win in the MS field, following approval of Aubagio in the United States last year.

Aubagio reported sales of 20 million euros ($26 million) in the first quarter of 2013.

Separately, Sanofi got a regulatory boost in Japan on Friday when it won approval from the government there for diabetes treatment Lyxumia.

Whatever you think of Kanye West, the release of his sixth album is a big deal. I'm totally biased, I've already listened to the album probably two dozen times, and "Blood on the Leaves" is an early favorite.

The song samples Nina Simone's "Strange Fruit" and horns from TNGHT's "RU Ready." It's a dark, twisted tale of betrayal, break up, and oh yeah, MDMA. The contrasting mix of Simone's sorrowful refrain and the upbeat tempo of the horns is infectious, and it fits in with that conflicting Kanye persona we've come to know and love or maybe hate. As it goes with the Konman, you have to wonder if he's talking about his own experiences, or just telling a tale. (Look out for the Beyonce/Jay-Z name checks in the last verse). 4 Often-Overlooked Steps to Starting an Online Business

Last month, Daniel Ingersoll joined me on Power of Attorney to discuss the process of starting an Internet business. ?As part of that discussion, Daniel outlined a number steps that are often overlooked by new entrepreneurs, who may have a great vision for their fledgling business but lack experience in the logistics of starting a new endeavor. ?After forming an entity for the business, Daniel advises that a new entrepreneur:

  1. Apply for a federal taxpayer identification number (EIN). ?Daniel advises that this acts as the introduction of the new business to the federal government and the Internal Revenue Service.
  2. Register to do business in foreign jurisditions. ?The business entity will be formed in a certain state but must register to do business in all of the other states in which it will do business. ?Generally speaking, if a business entity is required to register to do business in a certain state, it will probably have to pay income tax in that state as well.
  3. Register applicable fictitious names. ?Many businesses trade under, or are known by, a name other than the formal name of the company. ?In such cases, the business must register all of its "nick names" with the appropriate court or agency.
  4. Obtain necessary local, state, and federal licenses. ?While most businesses do not require a federal business license, many do require certain local and state licenses to conduct business. Just because a company transacts business exclusively online dos not relieve it of the responsibility to obtain the necessary business licenses.

Your finger hovers over the download button in your smartphone's app store. Maybe it?s free, maybe it?s not. Even if it costs only 99 cents, you spend four times that much at Starbucks every day. Yet you hesitate, haunted by the memories of that app you downloaded a few years ago, fell in love with, and then watched as the servers shut down and the app was abandoned and left to wither and die on your launcher.

(AP) ? NASA has eight new astronauts ? its first new batch in four years.

Among the lucky candidates: the first female fighter pilot to become an astronaut in nearly two decades. A female helicopter pilot also is in the group. In fact, four of the eight are women, the highest percentage of female astronaut candidates ever selected by NASA.

Monday's announcement came on the eve of the 30th anniversary of the launch of the first American woman in space, Sally Ride. She died last summer.

The eight ? all in their 30s ? were chosen from more than 6,000 applications received early last year, the second largest number ever received. They will report for duty in August at Johnson Space Center in Houston and join 49 astronauts currently at NASA. The number has dwindled ever since the space shuttles stopped flying in 2011. Many astronauts quit rather than get in a lengthy line for relatively few slots for long-term missions aboard the International Space Station.

NASA Administrator Charles Bolden said these new candidates will help lead the first human mission to an asteroid in the 2020s, and then Mars, sometime in the following decade. They also may be among the first to fly to the space station aboard commercial spacecraft launched from the U.S., he noted. Russia ferries the astronauts now.

"These new space explorers asked to join NASA because they know we're doing big, bold things here ? developing missions to go farther into space than ever before," Bolden said in a statement.

The Class of 2013's Nicole Aunapu Mann, a major in the Marines, is an F/A 18 pilot serving at the U.S. Naval Air Station in Patuxent River, Md. Army Maj. Anne McClain is a helicopter pilot. The two other women, Christina Hammock and Jessica Meir, are scientists.

All four men have military backgrounds, including one who is a former emergency room physician, Dr. Andrew Morgan. The others are Josh Cassada, Navy Lt. Cmdr. Victor Glover and Air Force Lt. Col. Tyler (Nick) Hague.

Portuguese teachers boycott exams in anti-austerity strike

LISBON (Reuters) - Thousands of teachers across Portugal walked away from final exams held at secondary schools on Monday to protest against planned spending cuts in education, leaving many pupils unable to take the tests, unions said.

The cuts are among the most recent austerity measures proposed by Portugal's center-right administration to meet the fiscal targets of an EU/IMF bailout. Portugal is in the third year of its worst economic recession since the 1970s and unemployment is at a record 18 percent.

Anti-austerity protests have been largely peaceful and more subdued than those in Greece and neighboring Spain but the country has seen a rise in rallies and strikes in recent months.

After talks with the teachers' unions collapsed over the weekend, the education ministry deployed replacement teachers to help invigilate and some schools bundled classes together in gyms or canteens so that the exams could go ahead.

Many pupils were unable to take the tests but in some schools they chanted and waved placards with slogans of solidarity for their striking teachers.

Mario Nogueira, the head of 52,000-strong Fenprof teachers' union, said 90 percent of teachers took part in the strike and that some schools had canceled Monday's exam. There are around 100,000 teachers in Portugal's state education system.

The education ministry said the strike affected less than a third of all pupils and rescheduled their exams for July 2.

Nogueira told reporters the union wanted to negotiate a solution to avoid pay cuts and a forced "mobility regime" whereby teachers may be forced to accept postings far from home or resign when their schools are merged with others as part of the spending cuts.

Exams are scheduled to go on for the coming weeks and union leaders have not ruled out more walk-outs.

Teachers are also protesting against a government decision to increase working hours for all public sector workers by one hour to an eight-hour day.

On June 27, unions will stage a general anti-austerity strike to further pressure the ruling coalition, whose popularity has dwindled after it enacted the largest tax increase in Portugal's modern history this year.

(AP) ? Netflix's deal to air original television programming from Dreamworks Animation is a major coup for both companies.

Though financial details were not disclosed, Netflix Inc. says the multi-year agreement announced on Monday is its biggest deal ever for original first-run content. It includes more than 300 hours of new TV episodes in a multi-year deal starting in 2014.

The transaction helps Netflix compete with pay TV channels such as HBO and Showtime, and it gives Dreamworks a potentially lucrative outlet for its shows as it tries to shed its reliance on two or three big-budget movies each year.

Netflix Inc. doubled down on original children's programming, hoping to strengthen its push to become a family entertainment brand. The new content should ease some of the pain of losing a range of kids shows from Viacom Inc.'s Nickelodeon network, including future episodes of "Dora the Explorer," which Amazon.com Inc. snapped up for its streaming service in early June.

"This is arguably a groundbreaking deal," said Tuna Amobi, a Standard & Poor's equity analyst who covers both Netflix and DreamWorks Animation.

While concerns remain about how much the deal will cost Netflix in the end, the company said it is a global deal that will allow it to debut the original series in the 40 countries where Netflix operates. That could help spread the costs over more territories and more subscribers if Netflix continues to grow overseas.

"The big question is if this is going to be an international catalyst in terms of subscriber growth," Amobi said.

Investors hailed the deal as a win-win. Netflix shares rose $15.70, or 7.3 percent, to close at $229.69 on Monday, while DreamWorks shares rose 92 cents, or 4 percent, to close at $23.73.

The deal suggests DreamWorks will significantly ramp up its production of TV shows. Currently, it only produces "Dragons: Riders of Berk" for Cartoon Network, which completed a run of 20 episodes at 23 minutes each ? less than 8 hours of content in all ? in March.

A second season of "Dragons" is set for release in the fall, and Netflix had already contracted with DreamWorks for a series based on its upcoming film, "Turbo." But the deal suggests that several new series will have to debut each year to fulfill the industry standard deal length of five to seven years.

New series will be based on characters either from future film hits, past franchises like "Shrek," or even older hits, including the hundreds of characters like "Casper the Friendly Ghost," which DreamWorks acquired when it bought Classic Media last July for $155 million.

The new DreamWorks shows aren't likely to tread on ground already covered under its existing TV shows, according to DreamWorks spokeswoman Allison Rawlings.

DreamWorks already licenses characters from "Kung Fu Panda," ''Madagascar" and "Monsters vs. Aliens" to Viacom's Nickelodeon, which has been producing original animated TV shows based on those movies since 2008.

The multi-year agreement tops the undisclosed amount Netflix spent on "House of Cards," the political drama starring Kevin Spacey that debuted to rave reviews on Netflix in February.

Netflix has been adding original programming to its roster of older movies and TV show reruns, and is set to launch the Jenji Kohan-created "Orange Is the New Black" next month. The company has said that for the next several years, it will contain original content spending to within 10 percent of its $2 billion in annual content costs.

Netflix's increased focus on children's programming is seen as a departure from the tactics of traditional premium pay TV channels such as HBO, Starz and Showtime, whose original shows tend to be tailored to adults. It also ramps up the competition for children viewers with Amazon, which said last month it will produce three new original kids shows for members of its Amazon Prime subscription plan.

Netflix has said it has 29.2 million streaming video subscribers in the U.S. and 7.1 million internationally as of the end of March. Those figures are up 5.8 million and 4.1 million respectively from a year ago.

In December, Netflix announced it will offer Disney movies, starting with films released in 2016. It declined to make a similar deal for the rights to Sony movies starting in 2016, which was kept by Starz.

Investor reaction wasn't uniformly positive. Analyst Rich Tullo of brokerage Albert Fried & Co. said he doubts that DreamWorks has the capacity to produce more than one or two new series a year.

"It's physically impossible without this content being spread out over 10 years," he said.

Hit TV shows aren't guaranteed, and it's not clear that this will make up for Netflix's loss of Nickelodeon content, he said.

"Are they going to lose 2 million subscribers off losing Nickelodeon content? That's possible too," he said.

NIPCC in China: The editors of the two large reports by the Nongovernmental International Panel on Climate Change (NIPCC) are attending a press conference held by the Chinese Academy of Sciences (CAS) where CAS announcing the translation of the reports into Chinese. The Academy?s invitation to the event stated:

??NIPCC is what its name suggests: an international panel of nongovernment scientists and scholars who have come together to understand the causes and consequences of climate change. In 2009 and 2011, NIPCC publicized two reports named Climate Change Reconsidered, providing evidences the IPCC ignores and questioning the proposal of IPCC that climate change is caused by human greenhouse gas emissions.

China information center for global change studies of CAS edited and published the Chinese version of ?Climate Change Reconsidered: Report of the NPICC? to facilitate Chinese scholars? understanding the opinions of NIPCC. The International Symposium of Global Changes is held on this occasion to enhance exchanges on the new advancements internationally and researches. A press conference will be held, with lead authors of NIPCC reports Craig D. Idso (USA), Robert M. Carter (Australia), S. Fred Singer (USA) and many other prominent scholars of the field presenting.?

Researchers from home and abroad are warmly welcomed to attend the conference.

Such an event clearly illustrates that 1) the science is not settled, 2) the absurdity of claims of 97% of climate scientists support the concept that carbon dioxide (CO2) emissions are causing unprecedented and dangerous global warming, and 3) leaders of the Chinese Academy have a better command of the principles of modern Western science than the leaders of many once venerable Western scientific institutions.

Also the event vindicates the work by S. Fred Singer who conceived and directed the NIPCC project and Fredrick Seitz who provided valuable guidance until his death in March 2008. Along with two other scientists, Seitz and Singer were vilified by largely unsubstantiated ad hominem attacks by Naomi Oreskes and Erik Conway in the Merchants of Doubt. Publications such as Science carried fawning reviews of Merchants and refused to publish a rebuttal by Singer, the only one of the four still living.

The Heartland Institute was the publisher of these reports as well as the first one, and will be the publisher of the upcoming report. Please see links under NIPCC in China.

IPCC Hype: According to an article by Bob Ward, who is Policy Director at the Grantham Research Institute on Climate Change and the Environment at the London School of Economics and Political Science, the UN Intergovernmental Panel on Climate Change (IPCC) has secretly delivered the draft of the IPCC Fifth Assessment Report (AR5) to the governments involved. According to the IPCC schedule it would be Summary for Policymakers (SPM) because the authors are still writing the synthesis report and papers are still being accepted. As typical, for the IPCC the summary comes first, then the research. The review of the SPM by governments ends on August 2. The schedule does not clearly state when the government representatives will be negotiating the findings in the SPM.

Ward?s article is all too characteristic. ?Governments around the world have just received one of the most important scientific reports ever written.? According to Ward, the reports state that at the end of the century temperatures will be ?about 3 deg C higher than the little ice age.? Apparently, he and the IPCC remain blissfully unaware that the models have not been validated, thus are useless for prediction, and that they are failing miserably.

We will have to wait to see if the IPCC has tightened its review methods as Ward claims: ??governments and the public can be confident that the report will be the most reliable scientific assessment of climate change that has ever been produced.? Carbon Dioxide and Temperatures: Astrophysicist Murry Salby of Australia?s Macquarie University gave a technical talk at Helmut Schmidt University, Hamburg, Germany, on the relationship between CO2 concentrations and temperatures in which he attributes the rise in atmospheric CO2 concentrations more to a rise in temperatures (from natural causes) than from human emissions. The Mean Is Meaningless: Christopher Monckton had a post on WUWT titled No significant warming for 17 years 4 months. This was followed by a comment by a person identified by only rgbatduke, who Judith Curry thinks is Robert Brown, a lecturer in Physics at Duke University. The comments are penetrating. There are many climate models, each making different projections of future temperatures. A mean (average) of the results of these models has no scientific meaning. The models have not been validated and there is no reason to assume the mean of the models approaches some true mean (value). The same applies for standard deviations derived from the models, and to the probability ?likelihood? statements of the products of the models. It particularly applies to the ?science? presented by the EPA in Federal court. Brown also argued that those models that perform well against temperatures should be enhanced, and those that perform poorly should be thrown out. Please see links under Challenging the Orthodoxy.

It?s Real: The US production of oil increased by 14% last year, the greatest increase among countries producing a million or more barrels a year, according to the BP Statistical Review of World Energy, 2013. In 2012, the US was the third largest producer of oil, behind Saudi Arabia and Russia. This increase is in spite of Washington?s policies, which have caused the production of oil, natural gas liquids, natural gas, and coal from federal lands to fall, both in quantity and as percentage of total production.

The remarkable developments come from the combination of technological advances in precise horizontal drilling, multi-port hydraulic fracturing using sand or ceramic proppants to keep fractures open under intense pressure, a chemical mix to promote flow, and expanding knowledge of oil and gas bearing formations. Isaac Orr of The Heartland Institute termed it ?smart drilling.? As more wells are drilled, knowledge on how to drill them and keep them productive expands. We do not know how much oil and natural gas products can be recovered, at a given price level, but with changing technology and knowledge the estimated recoverable amounts expand over time.

A major issue with this boom is getting the oil and gas from the fields to refineries and the market. According to the BP review ?The average crude price at a major benchmark hub in Europe last year was $111.67 a barrel, compared with $94.13 in Oklahoma.? The oil produced from shale is light as compared to that from the North Sea, therefore should command a higher price. The necessary pipelines need to be built, but will be opposed by many in Washington and by environmental organizations, many of which oppose all energy, except, perhaps, that from solar and wind.

At a time in which many in Washington and in the several states are complaining about tight budgets, in 2012 North Dakota experienced a 29% increase in taxable economic activity, according to the editors of Master Resource. This is largely attributable to the oil field activity in the Bakken formation.

Carbon Tax: The Heartland Institute and the R Street Institute hosted a debate on the question: Should conservatives accept a carbon tax? The concept was that the revenues from the carbon tax would be offset by reductions in other taxes, unspecified. Global warming was specifically excluded for the debate. Both sides of the issue were well represented with James Taylor, of Heartland, and David Kreutzer of Heritage Foundation opposed and Andrew Moylan of R Street and former US Representative Bob Inglis, of Energy and Enterprise Initiative in favor. From his questions, it quickly became evident that the moderator, Ronald Bailey of Reason magazine, had already formed an opinion supporting of carbon tax. T

The debate can be summed as those who do not trust the government to permanently reduce other forms of taxation to offset a carbon tax as opposed to those who do. The proponents of the tax asserted that the EPA would regulate carbon fuels anyway, presenting the false dilemma that the choice is between an expansion of government power thru taxation or the expansion of government power thru EPA blunt force.

Inglis asserted that his opponents are against the concept of self-government, as the country?s founders envisioned. The false dilemma and the concept of self-government triggered an idea for different debate. The label ?conservative? is poorly defined. During the contentious debate on the adoption of the Constitution to replace the Articles of Confederation, many founders grudgingly admitted that a stronger central government was necessary, but stipulated its powers must be few, defined, and limited. To address these concerns the Bill of Rights was quickly added by the new government. The founders demanding limited government could be identified as conservatives.

The question could be then phrased as: What limits to government power will prompt conservatives to discuss expansion of government powers thru a carbon tax? A possible answer could include clear limits on government regulatory power, especially the EPA, which evokes science that is not publicly available, and uses models that have not been validated, in proclaiming a need for regulatory expansion in the name of public health.

Proposed limits to power could include: 1) no secret science ? all data and computer codes must be publically available; 2) independent replication of all studies used to justify regulation; 3) all models used must be validated; 4) all litigation agreements (sue and settle) must meet the above conditions; and 5) all existing regulations not meeting the above must be immediately rescinded.

Such conditions should provide a practical basis to discuss the merits of a carbon tax.

Last week, TWTW linked to a post by Roy Spencer showing the great divergence between observations and the projections from 73 CMIP5 climate models for the period 1979 to 2012 between latitudes 20 deg N and 20 deg S (approximately the tropics). As stated, the linearization of the observations hide the climate shift shown by the actual data. However, the end points for 2012 are illuminating. A rough measurement shows that 70 out of 73 of the models (96%) projected a warming greater than twice that shown by the observations. All 19 US models were in the 96%.
